Cost of running Moseley Road baths

One of the issues that has been raised during the Conservation Appraisal of Moseley Road baths is the cost of running the building.

I have today received the figures for running Moseley Road baths – I have asked for similar figures for Sparkhill Baths, so that we can compare.

The figures are as follows:

Update on Woodnorton House site

The Council have agreed on the sale of the Woodnorton House site, corner of Alcester Road and Moor Green Lane.

The site has been un-used since the 1999.

Between January and April this year, the Council advertised a 125 year lease of the site on the open market. Out of 22 bids, the Council decided to explore three of them. The 3 bids were examined by the Planning department who made comments on the proposed bids. The three bidders altered their designs accordingly and their final bidding price.

The winning bid involves the demolition of the main Woodnorton House and the building of 19 apartments. The bungalow at the Moor Green Road entrance will be restored and become one of the apartments. The bungalow was historically and architecturally more important than the main Woodnorton House and part of the deal was that it was retained.

The contract between the Council and the winnng bidder will be signed on the 11th December. The bidder provides a 10% deposit. The bidder then has 4 months to get planning consent for the 19 apartments - expect a planning application in mid-December. Once the planning consent is granted, the Council will then complete the contract - this should happen in mid-April.

Moseley Road baths update – 11th November 2006

The Conservation Survey of Moseley Road Baths is now pulling together all its information and will be published at the end of December 2006.

This information will then be used to support a Heritage Lottery Bid in April 2007. The £1million spent on emergency works during Winter 2004/5 will be considered as match funding.

The Conservation Survey will be putting forward two options for consideration, namely
OPTION 1 - restore the baths back to how it original was, BUT bring it up to modern hygiene standards and disability access. This would involve the creation of modern changing rooms utilizing the former slipper baths rooms and the boiler house. The library would have a mezzanine floor installed at one. All repairs to the building would be done to a standard where little or no maintenance would be required on the building for 25 years
OPTION 2 – restore Pool 1 back to its original use as a swimming pool. Concert Pool 2 into a non-swimming use. As per option 1, the whole building would be brought up to modern hygiene standards and disability access. This would involve the creation of modern changing rooms either side of Pool 1 utilizing the former slipper baths rooms and the boiler house. The library would have a mezzanine floor installed at one. All repairs to the building would be done to a standard where little or no maintenance would be required on the building for 25 years

Cost of OPTION 1 - £17million, plus
Cost of OPTION 2 - £20million, plus

For both options there will be a financial plan produced showing how many people we can expect to use the building and how much it would cost to run annually.

There now needs to be a debate as to the way forward. This debate has already begun politically. For those interested in the future of the baths, please attend a public meeting on Monday 27th November, 7.30pm at Moseley Road Methodist Church, which is directly across the road from the baths. The objective of the meeting will be to create a Friends of Moseley Road Baths. Such a group is now vital and will be a major player in the future of these baths

My personal thoughts are that I would like to move forward with Option 1 – namely retain both pools, BUT I need to know if there is widespread public support for this option.

The consultants are recommending bidding for £5million from the Heritage Lottery Fund (HLF) in April 2007, BUT they feel that we are only likely to succeed in getting HLF money if we go forward with Option 2 – namely close one of the two pools.

The next issue is whether the Council can afford the £12million or £15million required. This maybe possible if the restoration is done in phases, say over a 10year period. The Heritage Lottery Fund would expect a firm commitment to spend this money as part of HLF bid – otherwise they will ask for their money back if we fail to do any work promised.

There is a possible 3rd option, where we hold back of a Heritage Lottery Fund bid for about 12 –24months and in the meantime spend £1million to £2million on necessary repairs. For example buy new boilers for the building. The present boilers date from the 1950’s and could break down any minute. We would buy new boilers that have the capacity to cope with heating two pools.

Whilst this money is being spent, we would start to mount a campaign to persuade the Heritage Lottery Fund to support the retention of two pools….and go for a £10million bid – the involvement of our local MP’s would be crucial. This is where a strong Friends of Moseley Road Baths is required.

We also need to debate whether we want modern changing room facilities – or something simpler. At the back of my mind, I do have this fear that modernizing this building may destroy that special feeling you have of walking into a time capsule – again we need to debate this. This could reduce the cost significantly.

No Frank Zappa Festival next year

Our attempt to get funding for a Frank Zappa Festival in Cannon Hill Parknext year has failed see e-mail below

The L'Esprit Manouche Team of Dave Alexander and Berni Good had put in a bidfor funding - I had sent a letter of support. The Festival had the supportof the Zappa family, who would have played at the Festival. Ex-members ofthe Mothers of Invention would also have played. The idea of the festivalwas to rival the massive Zappanale Festival in Germany.

I am sorry to have to let you know that the Urban Fusion panel turned downyour proposal for the Zappa Festival.

The main reasons for this are set out below.
The festival was heavily reliant on the income from ticket sales of 10,000 at £25 each which the panel felt was unrealistic
The panel was concerned the project could jeopardise Urban Fusion funding from AWM if the output targets were not met - this would leave BCC open to risk of not being able to draw down the funding for this and other projects in the programme
The budget is heavily reliant on income £250K from ticket sales but does not take into account the payment of VAT on ticket sales, which would impact significantly on the total income
The panel felt the project was not sufficiently "Birmingham specific"
The overall budget is £370K with only 20k confirmed at this stage and box office and merchandising income a risk

The panel comprised the Urban Fusion funders (Arts Council England and Advantage West Midlands), Birmingham City Council, Marketing Birmingham, Audiences Central and two independent advisers.

We had 107 proposals and you did very well to make the shortlist of 28 as genuinely about 80 of the projects proposed were high quality, good artistic ideas which could have benefited the city, were there funds available to support them all. I realise this will be disappointing but it simply was not possible to fund everything, and projects had to be selected for their ability to meet the funding criteria.

Weekly job list for Environmental Warden - w/e 27th October 2006

I am constantly asked what do our Moseley Wardens do. Hopefully, this e-mail will should some light on what our Environmental Warden does.

Moseley and Kings Heath Ward has three Wardens. One environmental Warden, Martin Holloway, and two Street Wardens, Kim Monaghan and Graham Flint.

All three are funded out of a combination of Community Chest and Neighbourhood Renewal Funds monies – Moseley and Kings Heath Ward has a total of £288,000 per year. The cost of the three Wardens is approx. £90,000.

The Environmental Warden has the powers to fine people.
The Street Warden do NOT have the powers to fine people, and are mainly used to collect intelligence on environmental and police issues. Plus they report any environmental or highway faults

The three Wardens work closely together and have agree to split their patrols geographically.

The two Street Wardens focus their patrols on Moseley shopping centre, north Moseley and the roads immediately off Alcester Road down to Queensbridge Road.

The Environmental Warden patrols Kings Heath and assists the Street Wardens in Moseley when enforcement powers are needs.

Martin Holloway, the Environmental Warden, e-mails me a weekly list of what he has done. It is very impressive and we have agreed to make this public on the understanding that residential house numbers are blanked out.
